Abstract

Innovation acts as a driver of a country’s growth and development. Indonesia ranks 87th among 132 countries include in the Global Innovation Index (GII) 2021 and gets a low innovation score 27.10. The low global innovation index score in Indonesia challenges for ASN to behave innovatively in generating innovation within the organization. The aim of this study is to discuss the impact of interpersonal trust, knowledge sharing, psychological empowerment and innovative work behavior. This study also explores the mediating role of knowledge sharing and psychological empowerment. The sampling method in this study uses purposive sampling. The sample is The State Civil Apparatus (ASN) on Bureau of Statistics Indonesia. Questionnaire data collection was distributed via online social media. The data is analyzed using SEM PLS on 201 respondents. The results show that the direct effect states interpersonal trust has an insignificant impact on innovative work behavior, but the indirect effect has a significant impact on innovative work behavior. Knowledge sharing does not mediate between interpersonal trust and innovative work behavior, but psychological empowerment successfully mediates the relationship. This study discusses important practical implications for public organizations and theoretical contributions with the literature.
